🏗️ What's going on in the old substation at 32nd and Hiawatha?

Over the past month, for the first time in a long while, there has been visible work underway on the abandoned electrical substation building on 32nd and Hiawatha. Exactly what's happening has been as mysterious as the building itself, as workers have removed the brick that covered where windows once were, fixed up the roof, and seem to be busy doing other unidentifiable construction chores on the site. (It can be hard to distinguish the work on that building from the Hiawatha-Lake interchange rebuild next door.)
